Relative sea level may be important to locals and interesting to scientists, but as you point out, it isn't necessarily related to a rise in the overall sea level. I remember reading that GPS equipped buoys and ground stations are being used in some places to determine whether it is the sea or the ground that is changing height. Given all the factors that influence sea level, I wonder if scientists have the tools and knowledge to say much about sea level rise over short time periods.
